Real Decreto 1002/2002 regulates the sale and use of UV tanning equipment:

before opening, the business declares its equipment and its staff's training to the competent administration, and updates the declaration after any change (article 6);
staff who apply the equipment need the necessary preparation and supervise its use (article 8);
the equipment has at least one technical inspection a year by a body the administration authorises (article 11).
